Chinese government continues to improve its control of tobacco consumption, which is maintaining value sales growth of cigarettes whilst leading to a decline of volume sales of cigarettes. In May 2015, the Ministry of Finance announced a new policy to increase the wholesale tobacco excise tax from 5% to 11%, and an additional CNY0.005 per stick sold was imposed, effective on 10 May 2015.
